Data sources

All Federal Government Tender data displayed on Awarded Tenders is sourced from tenders.gov.au and licensed for use under the Creative Commons Attribution 3.0 licence (CC BY 3.0 AU).

Our cleaning and aggregation process

We apply advanced processing and analytics to take multiple releases of data and combine them into a single coherent view of Federal Government procurement.

Some of the advanced data-processing we do includes

  • Using the ABN (where available) to update the names of suppliers for consistency
  • Cleaning up names (where an abn is not available) to assist supplier aggregation
  • Joining other sources of data (such as panel details) to cleanup incomplete tender notices
  • Calculating the change from originally awarded tender value to amendments made

Aggregate tender value (merged) versus unmerged tender value

There are many complexities to Government Procurement data, and one in particular is important to note.

When a tender is first awarded, there is an original tender notice published (called a CN or Contract Notice).

For a labour hire contract, often this will be the first year of a (possibly) multi-year contract. Subsequent years will be published as amendments to the original Contract Notice.

Awarded Tenders provides two ways to view tender data.

Merged

For our merged views, we take all amendments and aggregate their value into the parent contract and expand the start and end dates to be the largest period covering the original contract and the amendments. This “merged” view is useful for aggregate analysis where you are interested in looking at suppliers, agencies or panels in aggregate.

All of our advanced dashboards use this merged view, as they are designed to show aggregate trends. That is why you won’t see amendments listed in the advanced views, as they show the aggregated value of a contract for all published amendments.

Unmerged

The unmerged view has each amendment as a separate entry, and is more useful when comparing individual suppliers.

All of the Awarded Tender Company (supplier) based views use unmerged tender data, as this shows a closer relationship to when a company has won a specific stream of revenue.

Known issues

Data quality

Unfortunately, we cannot work miracles, and the usability of the data is limited by the details that are published by each agency.

Machinery of Government (MoG) changes

We do not make any allowance for changes to Department or Agency names. So for example, if you look for Agencies with “Education” in their name in one of our Advanced Views you’ll see:

  • Department of Education (June 2022 - present)
  • Department of Education, Skills and Employment (Apr 2014 - Jun 2022)
  • Department of Education Employment and Workplace Relations (2011 - 2016)
